Kiddush in the Synagogue – Vol. I, pp. 199 - 200
The custom of all Sephardim is not to say Kiddush in synagogue on Sabbath and Festival evenings, but the custom of Ashkenaz is to say Kiddush. In the synagogue here in Ramsgate that was built by the minister Moses Montefiore – may his merit protect us, Amen – even though they pray according to the practice of the Sephardim of London, their custom is to say Kiddush.

The custom of all places is to say Kiddush in synagogue, (but he expressed surprise at this, saying:) “how did this custom become so prevalent if we accept the rabbinic dictum that ‘Kiddush may only be said where there is a meal...’ [Pesahim 101a], and it is close to being an extraneous blessing [since there is usually no meal in the synagogue in our time]?!”

And there (ibid.) he brought the words of Natronai Gaon, who believed that:

It is permissible to say Kiddush in synagogue... since the one who makes the blessing gives some wine to the public as an elixir to put on their eyes. (Author's note: this custom is not practiced today in places that say Kiddush in synagogue. However, the people of the Land of Israel, Syria, and Egypt do observe this custom with the cup of Habdalah, putting wine on their eyes and in their pockets – the latter as a good luck charm that their pockets will fill up with silver and gold.) For it says in the Talmud: “every arrogant step takes away one 500th of our eyesight. How do we get it back? – by observing the ritual of evening Kiddush” [Berakhot 43b]... However, according to Rab Hai Gaon, we do not say Kiddush in synagogue.

Even Kiddush, where the widespread halakha is that ‘Kiddush may only be said where there is a meal’ – even so, they say Kiddush over wine in synagogue. What is the reason? – because tasting the Sabbath Kiddush is an elixir… and the one who says Kiddush and gives some to the public as an elixir makes the blessing and gives some to them to put on their eyes, as it says in the Talmud: ‘every arrogant step takes away one 500th of our eyesight (Berakhot 43b). But Abudarham (p. 33) wrote in the name of Rabbenu Yona that, saying the Kiddush in synagogue does not create a problem of extraneous blessings… and there he wrote that...

אבל הרד"א (דל"ג) כ' בשם רבינו יונה דאמירת הקידוש בביה"כ אין בו משום ברכה לבטלה וגו' וכ' שם...ו

I also found a supporting text for our custom in one of the Sages, who said: "since we hold like Shemuel that Kiddush was established in synagogue to absolve the guests of their obligation, we too should say Kiddush there according to the Rishonic sages, even in places where there are no guests. The Geonim left the ancient custom alone even though the original reason for the Takana has become irrelevant... the Takana does not not move from its place." (Author's note: this is similar to the blessing of Mengen Shebang on Shabbat evening, as I wrote above.) Moreover, Kiddush in synagogue brings publicity to Shabbat, and sanctification and thanks to God's name by blessing Him among the assembled multitudes; and there is a parallel Rishonic custom of this type for the lighting of the Hanukka lamp in synagogue [even though it is normally done at home]. This is elucidated well in the responsa of the Rambam of blessed memory, who pointed out that we include it in the weekday Tefilla.

ועוד מצאתי כתוב לאחד מן החכמים סיוע למנהגנו וז"ל כיון דקי"ל כשמואל והוקבע הקידוש בביה"כ להוציא האורחים י"ח, אנן נמי השתא אפילו במקומות דליכא אורחים יש לנו לנהוג ולקדש שם ממנהג חכמים הראשונים, והגאונים השאירו מנהג הקדמונים במקומו אעפ"י שבטלה הסיבה שעליה היתה התקנה וגו' התקנה לא זזה ממקומה (אמ"ה כברכת מעין ז' בליל שבת כמש"ל), ויש בזה פרסום גדול וקדוש השם והודאה לשמו לברכו במקהלות וגו', ודומה לזה מנהג הראשונים בהדלקת נר חנוכה בביה"כ. ומבואר היטב בתשו' להרמב"ם ז"ל שכתבנוה בתפלת החול עכ"ל

This can be found in the responsa of Pe'er Hador. And in Sefer Hamanhig (Hilkhot Shabbat, sign 14) it says:

ו(ותמצאה בתשו' פאר הדור), ובס' המנהיג בה' שבת (אות י"ד) כתב

[I am surprised] at the custom of Spain and Provence, who say Kiddush there [i.e., in synagogue] on Sabbaths and Festivals, given that there are no guests eating there... but the ritual of Habdala, which can be performed in a place where there is no meal, should be done [there], since all those who hear and answer Amen are absolved of their obligation, and there are some people who have no wine with which to make Habdala at home; look there.

From the words of Rabbenu Abudarham and the Manhig, it can be inferred that the custom in Spain was to say Kiddush in Synagogue, relying on the rulings of Rab Natronai Gaon and Rambam and Rabbenu Yona, so how could their descendants cancel this practice afterwards?! Perhaps it is possible that once they saw what the Bet Yosef wrote in the name of the Tosafot and the Rosh in Pesahim that it is better not to say Kiddush in synagogue – when the Sephardim were exiled to [Western Europe] and the Lands of Turkey and Israel, they changed their customs when they built their synagogues. Regarding reason for the custom to say Kiddush in synagogue here in Ramsgate on Shabbat evenings: I heard from the elders here that the leader Moses Montefiore, of blessed memory, established this Takana in order to placate the feelings of his righteous wife, Judith, who was of Ashkenazic extraction and was already used to doing it this way.
