Mourning Practices on Tishngah BeAb: The Sefer and Beyond – Vol. V, pp. 53 - 54
It is a Sephardic custom to wrap the Sefer Torah in a black cloak at Shaharit on Tishngah BeAb. Furthermore, they omit the usual Levantar and simply lay the Sefer on a low table, also covered in black, that is placed near the Hekhal. In the Land of Israel, they put leaden or tin Rimonim on the Sefer Torah instead of silver ones. In London and Amsterdam, the Hazanim have the custom to leave their seats at the Tebah and sit on low chairs beside the threshold of the Hekhal.

מנהג הספרדים שמעטפים הס"ת של שחרית ט"ב במפה שחורה, ואין עושים הגבהה כנהוג אלא משכיבין אותו ע"ג שלחן נמוך המכוסה במפה שחורה מונח קרוב להיכל, ובא"י במקום להניח על גבי הס"ת רימוני כסף מניחים רימוני נחשת או בדיל, ובלו' ואמ"ד נוהגים החזנים לשנות מקומם מהתיבה ויושבים על כסאות נמוכות בצד מפתן ההיכל

All of these customs that we Sephardim practice are designed to increase the experience of mourning the destruction of the Bet HaMikdash. This is paralleled in the minor tractate of Soferim: 234)

There are some who read the book of Kinnot in the evening, while others wait until after the Torah reading in the morning – for it is at that point that [the Hazan] stands up, dirties himself with ash so that his clothes become ashen, and reads with tears and wailing. It is best if he knows how to translate the Kinnot; if he does not, they give it to someone who does, so that the masses, women, and children will understand. For the women are obligated just as much as men, and how much more so their male children...

(Author's note: this constitutes a proof text that their custom was to put the Sefer Torah in a Tik, as is the practice until this very day in the Land of Israel, Syria, and the cities of Iraq. This is rather unlike the Sephardim and Ashkenazim of the lands of Europe, who cover their Sifre Torah with embroidered cloth and tie them with silken bands, etc.)

And they say "the crown has fallen from our head" [Lamentations 5:16], rend their clothing, and lament as though a dead man lay before them. There are those who change their seats, and some who come down from their benches. They all cover themselves with dust, and they refrain from greeting each other all that night and the following day, until the masses have completed their Kinnot...

The source of the Iberian custom to place the Sefer Torah on a low table, etc. is found in Abudarham 237) "they take out a Sefer Torah and place it on a little platform near the Tebah... and the reason that they change the placement of the Sefer Torah is written in the Talmud in Tanganit: 'they put ashes from the roast on the Tebah, as in the verse [Psalms 91:15] I will be with him in trouble'" 238) The Kol Bo agreed (Siman 62), saying "they roll the Sefer in a low place on a bench or backed chair, but not on the reader's platform."

Regarding the custom not to lift the Sefer Torah in Levantar: this is because of what I already quoted above from the minor tractate of Soferim, namely that their practice was to put the Tik of the Sefer Torah on the ground. We don't know whether the actual scroll was inside the Tik or if it was empty, but in any case, our custom today is to place neither the Tik nor the Sefer Torah on the ground, for we do not entirely omit the lifting of the Sefer. Indeed, I found a difference of opinion about this matter: according to Rabbi Elingezer ben Yoel, when his Abi HaNgezri is quoted in the Tur 239) we "roll the Sefer Torah in its place so as not to diminish its honor," which would imply that they refrain from lifting it and only roll it without Levantar. However, Rabbi Hayyim Benveniste explained in a responsum 240) that "one must lift up the Sefer Torah even during the prayer of Shaharit." See also the gifted Rabbi Hayyim Yosef David Azulay in his books Birke Yosef 241) and LeDavid Emet 242), where he wrote that "the Hazan must lift up the Sefer Torah, even on Tishngah BeAb, in order to display its script to the masses." However, the Kise Eliyahu 243) wrote that he visited places where they did not lift the Sefer Torah at Shaharit.
