Manner of Sitting on Tishngah BeAb – Vol. V, pp. 36-37
It is the custom of the Sephardim in the Land of Israel and in Syria, Togarmah, and Egypt to sit on the floor on the night of Tishngah BeAb – they spread out mats and sit on them, doing so from the evening of Tishngah BeAb until the time of Minhah. However, the Sephardim in London and Amsterdam have the custom that each member changes his habitual seat, after which they sit on the synagogue benches as usual.

מנהג הספרדים בא"י וסת"מ בליל ת"ב לשבת על הארץ ופושטים על הרצפה מחצלאות ועליהן יושבים, וישיבה כזו הולכת ונמשכת מליל ת"ב עד שעת המנחה, אבל הספרדים בלונדון ואמ"ד נוהגים שכל יחיד ויחיד בביה"כ משנה מקומו, ויושבים על הספסלים שבבית הכנסת

This custom is cited in the Tur 83) in the name of the Abi HaNgezri: "on the night of Tishngah BeAb, we take off our shoes, walk to synagogue, and sit on the ground like mourners." There, the Bet Yosef also credits this to the Hagahot Maimoniyot [Tanganiyot 5:11], who wrote that "the Gemara says that 'all the mitsvot that are observed for mourners are observed on Tishngah BeAb' [Tanganit 30a]. This is why the Maharam approved of the French practice not to sit on benches until Minhah, for this is just like the mourners who sit on the ground during the first seven days." See the Shulhan Ngarukh (ibid.), who ruled that "on the night of Tishngah BeAb and during the day, we sit on the floor of the synagogue until Minhah." There, the gloss states that "current practice is to sit on benches right after leaving the synagogue after Shaharit," and cf. the Ba'er Heteb 84). In the Mahzor Vitry 85) there is no mention of this practice.

I am surprised that the Tur and Our Master the Bet Yosef would source this custom to the Abi HaNgezri or the Hagahot Maimoniyot's citation of Maharam's report of the French practice. How could they have missed the Masekhet Soferim 86) which is the true source of the custom? The text explicitly reads: "There are some who change their places [like a mourner after the first week] (author's note: and here is the source of the Sephardim in London and Amsterdam, who change their places on Tishngah BeAb and are not accustomed to sit on the floor), and there are some who go downwards from their benches [like a mourner during the first week] (author's note: and this is the original source of the Sephardim in the Land of Israel and in Syria, Togarmah, and Egypt – and of the Ashkenazim – who sit on the floor]."

It seems to me that a textual support for the custom of sitting on the floor is the verse "the elders of the daughter of Zion sit on the ground and keep silence; they have cast up dust upon their heads" 87). In the Gemara 88) [this appears when Tsidkiyahu absolved an oath to Nebukhadnetsar behind his back:] "why did you not say this to Tsidkiyahu?! Immediately, ‘The elders of the daughter of Zion sit upon the ground.' Ribbi Yits'hak said: this teaches that they removed the pillows from underneath them." Cf. the Targum Yonatan to Lam. 2:10; and cf. what the Abudarham wrote about this 89).
