The gifted Rabbi, the honorable Shem Tob Gaguine – may he live a long life, Amen! – was born in Jerusalem on September 5th, 1884. He is the son of Rabbi Issac ben Rabbi Shalom Moses Hai Gagin, the latter of which was known as the Sameah. Educated in the "Doresh Zion" school, he then studied with the acclaimed Rabbi Jacob Alfiyya, and at the age of 23 he was ordained by Rabbi Chaim Berlin and crowned with the title of Rabbi. In 1913 he was summoned to Cairo to become a member of the Bet Din of that congregation, and he served simultaneously on the Bet Din of the Askhenazi community. Around this time, Rabbi Haim Nahoum, Chief Rabbi of the Ottoman Empire, suggested that he take up the position of Haham-Bashi in Baghdad, but he declined to accept it for some reason. At the end of 1919 he became the Rabbi of the Sephardic congregation in Manchester, and during his time of service he led a number of courses in Torah study and his school of thought. He personally gave classes in Talmud and Shulhan Ngarukh, and while thus engaged he was nominated as a member of the Bet Din of the Ashkenazim. After a year he was invited to London to serve as Ab Bet Din for the Sephardim, and from then on he was the spiritual and religious leader of both communities. In the fall of 1929, he was asked to assume the position of Rosh Yeshiba of "Ohel Moshe Veyehudit" (named for the great leader Moses Montefiore and his wife) in Ramsgate, which he has led until today. In 1933, he was appointed by royal decree as Vice Chairman of the Vaad Harabbonim of England, and as Rosh Yeshiba of the Society of Heshaim in London. From a very young age he was engaged in publishing articles in the journal Habazeleth on various religious topics including "The Equinox," "The Cherubs," "Hebrew Language and Pronunciation," etc. He also published a halakhic ruling on Etrog of Ngorlah in Habazeleth 1909, with which Rabbi A. I. HaKohen Kook agreed both theoretically and practically. Other articles of his appeared in Haherut, Hame'asef, and Zehav Ha'arets, as well as English novellae in newspapers including Jewish Chronicle, Jewish Guardian, Jewish World, Jewish Tribune, Israel Messenger, and others. Rabbis of this generation have quoted him in their published works, among them "Moshe Ha-Ish" by Hayyim Moses Elyashar, Sephardic Chief Rabbi in Mandatory Palestine, and "Mipi Aharon" of the honorable Rabbi Bekhor Aharon Alhadeff of blessed memory, Chief Rabbi of Tiberias.

הרה"ג כמוהר"ר שם טוב גאגין שליט"א הנהו יליד ירושלים, ט"ו אלול תרמ"ה. בנו של הרב יצחק ב"ר שלום משה חי שמ"ח גאגין. חונך בביה"ס "דורש ציון" ואח"כ שמע לקח מפי הרה"ג המקובל יעקב אלפייה, בהיותו בן כ"ג נסמך להוראה ע"י הרב חיים ברלין ונכתר בתאר רב, בשנת תרע"ג הוזמן לקהיר לכהן שם כחבר בית הדין של הקהילה, ובה בעת השתתף בביה"ד לעדת האשכנזים. סמוך לעת ההיא הוצעה לו ע"י הרב חיים נחום ראש רבני תוגרמא, משרת חכם באשי בבגדאד, אשר משום מה סרב לקבלה. בראשית תר"פ נתקבל לרב לקהלת הספרדים במנשסטר ובימי שרותו בה הנהיג כמה סדרים בת"ת ובשיטת חנוכו, הוא עצמו נתן שעורים בתלמוד ובשו"ע ותוך כדי כך נתמנה לחבר ביה"ד לקהלת האשכנזים. מקץ שנה הוזמן ללונדון לשמש ראב"ד לקהלת הספרדים ויהי מאז מנהיגן הרוחני והדתי של שתי הקהילות הנ"ל. בשלהי תרפ"ט נתבקש לקבל עליו את המשרה של ראש ישיבת "אהל משה ויהודית" שעל שם השר משה מונטיפיורי ורעיתו אשר בראמסגאט, והוא ראשה ומנהלה עד היום. בשנת תרצ"ג נבחר במאמר מלך לסגן יו"ר "ועד הרבנים באנגליא" ולראש ישיבת "עץ חיים" בלונדון. מגיל צעיר ביותר החל עוסק בכתיבה ויפרסם מאמרים שונים בעתון החבצלת על נושאים דתיים שונים כגון, התקופה, הכרובים, השפה ודקדוקה, וכו'. כן הדפיס פס"ד על אתרוג של ערלה בהחבצלת לשנת תרס"ט, והרה"ג אי"ה קוק הסכים עמו להלכה ולמעשה. עוד נדפסו ממנו מאמרים, בהחרות, המאסף, זהב הארץ, וחידושי תורה בשפה האנגלית בעיתונים ז'ואיש כרוניקל, ז'ואיש גוארדיאן, ז'ואיש וורלד, ז'ואיש טריביון, ישראל מסנג'ר, ועוד. מדבריו בהלכה נדפסו בספרי רבני הדור, ביניהם "משה האיש" להרב חיים משה אלישר ראשון לציון בא"י, "מפי אהרון" להרב בכור אהרן אלחדף ז"ל ראש רבני טבריא
