Selihot at Ngarbit during Elul – Vol. VI, p. 13
The custom in London and Amsterdam is to say a short version of Selihot at Ngarbit that is abridged from the morning rite, and this is done before Kaddish Titkabal. In London and Amsterdam, [the morning rite] is said at 7:00 am, and not during twilight as is the custom in the Land of Israel, Syria, Togarmah, Egypt, and other lands.

המנהג בלונדון ואמ"ד שנוהגים לומר סליחות קצר ומלוקט בערבית, מזה שאומרים באשמורות ואומרים אותו קודם קדיש תתקבל, בלו' ואמ"ד נאמר בבוקר בשעה שבע, ולא באשמורות הבוקר כמנהג א"י וסת"ם ושאר ארצות

The reason that it was ordained in London and Amsterdam to say an abridged Selihot at Ngarbit – despite the fact that it is also recited in full in the mornings for the entire month of Elul – is that it is impossible for many people to come to synagogue in the morning due to the cool, damp airs in these lands. Once they close their shops and the workday ends, they go to synagogue to read Minhah and Ngarbit, and [the Rabbis] ordained an abridged Selihot for them at that point since they feared lest the custom of saying Selihot at all would be forgotten in time. It seems that this practice is relatively recent in origin, for I did not find it in the writings of the Rishonim, and the Aharonic rabbis who speak of the custom cried out like cranes against it. The responsum of the most venerable Rabbi Moshe Zacuto 40) – as well the gifted Rabbi Hayyim Yosef David Azulay 41) – says as follows: "There are some places whose custom is to read Selihot at Ngarbit, and this is a wicked, bitter practice that should be expurgated and not recited. One may only read the Thirteen Attributes at a time of urgent need [i.e., in morning twilight], so [doing it in the evening] would be nearly tantamount to a religious corruption – God forbid!" He returns to this subject later in the same book 42), saying "One who is sitting in a synagogue where Selihot are read at Ngarbit should sit silently, and he need not fear that doing so would violate the prohibition against encouraging the formation of sects. If he wants, he may read Psalms or the like." Cf. Rabbi Elijah Bekhor Hazzan's Neve Shalom 43), where he writes that the Jews of Alexandria wanted to ordain Selihot at Ngarbit, but he forbade them based on the opinion of Rabbi Hayyim Yosef David Azulay – may his memory be blessed! הטעם שתקנו בלו' ואמ"ד לומר סליחות קצר ומלוקט בתפלת ערבית, למרות שבכל חודש אלול אומרים הסליחות כדרכן בבוקר, משום שיש הרבה אנשים שא"א להם לבא לביה"כ בבוקר לרגלי האויר הקר והלח שבאלו הארצות, תקנו לאלו סליחות מלוקט וקצר בתפלת ערבית הבאים לביה"כ להתפלל מנחה וערבית אחר שסוגרים חנותם והושבת המסחר. כי חששו שמא תשכח מהם במשך הזמן מנהג אמירת הסליחות. וכנראה שמנהג זה חדשים מקרוב באו, כי לא מצאתיהו מוזכר בספרי הראשונים, ומה שמצאתי בספרן של רבותינו האחרונים שהזכירו המנהג הזה וצעקו עליו ככרוכיא, ראשון בקודש הר' משה זכותו בתשו' 40) והגאון חיד"א 41) כתבו בזה"ל מקומות שנוהגים לומר סליחות בערבית הוא מנהג רע ומר וישתקע ולא יאמר ואין ראוי להזכיר י"ג מדות אלא בעת רצון, וקרוב הדבר האומרים בערבית לקיצוץ ח"ו עכ"ל. ושם 42) חזר וכתב היושב בביה"כ שנוהגין לומר סליחות בערבית ישב יודום, וליכא משום לא תתגודדו, ואי בעי לימא מזמרים וטוצא עכ"ל. ועי' למוהר"א חזן בס' נוה שלום 43) שכ' ששאלו ממנו אנשי אלכסנריא שרצונם לתקן לומר סליחות גם בערבית ואסר להם מטעם מ"ש הג' חיד"א ז"ל. ועי' מה שכתבו בספרנו כתר שם טוב 44) אותות עניון זה

The wisdom and secrets of Kabbalah are the sole basis for Morenu Rabbi Moshe Zacuto and Rabbi Hayyim Yosef David Azulay of blessed memory when they forbade evening Selihot, but a literalistic reading of the sources does not point to any prohibition. The Jews of London and Amsterdam, who neither know nor understand the faintest trace of hidden Kabbalistic wisdom, should not change the custom which they received from their fathers and grandfathers. Evening Selihot is a matter of choice, and they should be allowed to do it.

We have already stated the explanation for the custom in London and Amsterdam to say the morning Selihot at 7:00 am even though the sun has already risen, and not to get up before then. The reason is that the temperature is cold and the air is moist, and it is utterly impossible for them to rise before the day properly begins. However, in the lands of Israel, Syria, Togarmah, and Egypt – where everyone knows that the air is still pure and clean during the month of Elul – they rise at twilight [for Selihot.]
