Order of the Seder Plate – Vol. III, pp. 52 - 53
In the Land of Israel and in Syria, Togarmah, and Egypt they arrange the foods on the Seder plate [lit. "bowl"] according to the order that Rabbi Isaac Luria established, but the Sephardim in London and Amsterdam do not have any particular order and simply place all of the foods on the plate.

בארץ ישראל וסת"מ מסדרים המינים בקערה עפ"י הסדר שסידרם האר"י אבל הספרדים שבלונדון ואמ"ד אין להם סדר מיוחד אלא מניחים כל המינים בקערה

Ancient practice was not to put the foods on the plate in a specific order. In the Siddur of Rab Amram Gaon 1) it says: "...and they bring a table set with three Matsot, Hazeret, Haroset, and two cooked foods," [Pesahim 114b only mandates that they be cooked; cf. Kol Bo, Siman 50 for the origin of using specifically the egg and shank here.], and Rambam 2) wrote: "... and they bring a set table upon which are Maror, another vegetable, Matsah, and Haroset... and in contemporary times we bring two types of meat to the table." Rabbi David Abudarham 3) [wrote:] "they bring a basket or bowl to the table in which there are two cooked foods, three Matsot, two types of vegetables, and Haroset." You can clearly see that they did not have the custom to arrange these foods by which is most fitting to stand at the head of the plate, or which at the left or right. However, when Kabbalistic Mysticism spread in the Land of Israel, everyone took it upon themselves – be they Kabbalists, literalists, sages, or ordinary people – to arrange the foods according to the following program: three Matsot at the head of the Seder Plate for the three emanations of Crown, Wisdom, and Understanding; the shank bone at the right for the emanation of Kindness, the egg at the left for the emanation of Severity, and the Maror in the middle for the emanation of Beauty; below these on the right the Haroset for the emanation of Eternity, the Karpas on the left for the emanation of Splendor, and the Hazeret in the middle for the emanation of Foundation; and the Seder Plate at the very bottom for the emanation of Kingship – and their custom is that the salt[water] or vinegar that is placed on the table for dipping the Karpas must be away from the Ke'arah [to avoid the erroneous impression of eleven emanations] 4) You will find in the Siddurim of the Land of Israel and of Syria, Togarmah, and Egypt that they have drawn a diagram of the order of these foods so that the Seder master will know how to arrange them, and can proceed with self-assurance. And I have recently learned that our brothers the Ashkenazim who pray according to Nusah Sefard have followed the customs of Rabbi Isaac Luria, and also arrange their Seder Plates according to the order that we mentioned.

מלפנים לא היו מסדרין המינים בקערה. הנה בסדור רע"ג 1) כ' ומביאין שלחן שיש עליו ג' מצות וחזרת וחרוסת וב' תבשילין וגו' עכ"ל, והרמב"ם 2) כ' ומביאין שלחן ערוך ועליו מרור וירק אחר ומצה וחרוסת וגו' ובזה"ז מביאין על השלחן ב' מיני בשר וכו' עי"ש. ורד"א 3) מביאין לפניו סל או קערה שיש בה שני תבשילין וג' מצות וב' מיני ירקות וחרוסת וגו'. הנך רואה כי לא היה נוהגים לסדר אלו המינים, מי הוא הראוי לעמוד בראש הקערה ומי מימין ומי משמאל. אבל כאשר נתפשתה חכמת הקבלה בא"י כבר קבלו עליהם כמקובל, כפשטן, כחכם, כבע"ה, לסדר המינין בפרוגרם זה, שלש מצות בראש הקערה כנגד שלש ספירות שהם כתר, חכמה, בינה, ומימין הזרוע שהוא כנגד ספירת חסד, ומשמאל הביצה כנגד גבורה, ובאמצע המרור כנגד ספירת התפארת, למטה מהם מצד ימין החרוסת כנגד ספירת נצח, ומשמאל הכרפס כנגד ספירת הוד, ובאמצע החזרת כנגד ספירת יסוד ולמטה באחרונה קערה כנגד מלכות, ונוהגים שהמלח או החומץ שמכינים על השולחן לטבול בו הכרפס, צריכים להיות חוץ לקערה 4), ותמצא שבסדורי א"י וסת"מ ציירו שם הדיאגראם של סדר אלו המינים למען המסדר ידע איך לסדרם וילך בדרכו בטח. ועתה נודעתי שגם אחינו האשכנזים המתפללים בנוסח ספרד נהרו אחר מנהגי האר"י וגם הם מסדרים הקערה עפ"י סדר זה שזכרנו

Regarding the custom of the Sephardim in London and Amsterdam who do not follow the practice of the Kabbalists, this is because they brought the ancient customs and prayer texts of Iberia with them from the day they were banished from Spain and came to dwell in the blessed lands of Amsterdam and London. They did not even change the tittle of the Yod, or have the least desire to innovate any new practices from external sources – and how much more so from the customs of the Kabbalists – for they would say, "if we have neither known nor learned this [so-called] 'received' tradition, what can be gained [a reference to Malachi 3:14] from receiving and embracing their customs?! If we were to uphold them like the skin of one who fumbles about in the darkness, how can they help or achieve salvation?!" See the Tur and Shulhan Ngarukh 5) who quoted the Tosafot and the Rosh, who said: "...and they bring before him a basket, etc." [with no particular order] – this teaches that in their time, the custom of arranging theses foods according to the reasoning of Kabbalah was not yet known.

If you look, you will see that the whole Seder is established on the number four: four cups, for kinds of food (Pesah, Matsah, Maror, and Haroset), four questions, and parallel to them, four sons; this adds up to the Tetragrammaton – understand! [i.e., 10 items from the Seder Plate + 4 cups + 4 foods + 4 questions + 4 sons = 26 = 10 + 5 + 6 + 5 = the Tetragrammaton.]
