Lighting the Hanukka in the Synagogue – Vol. II, pp. 519 - 520
In London and Amsterdam the Hanukka is lit by the Hazan, but in the Land of Israel, Syria, Togarmah, Egypt, and Morocco it is lit by the Shamash of the synagogue.

Perhaps it is possible to say that the reasoning of London and Amsterdam is that the Hanukka of the synagogue is likened to the Menora of the Holy Temple – which was lit by the Kohen – and today the Hazan is considered to be like the sacrificing Kohen. See the Yerushalmi (Berakhot 4:4): "Ribbi Yohanan said in the name of Ribbi Menahem: 'the one who passes before the Teba [i.e., who leads the service] – we do not say to him 'come and pray,' rather we say 'come and draw near; perform our sacrifice and fulfill our need.'" This is a good explanation, in my humble opinion.

In London and Amsterdam they light the Hanukka of the synagogue once at Ngarbit, but in the Land of Israel and in Syria, Togarma, and Egypt they light it at Shaharit and Ngarbit and only bless over it at night. In the cities of Algeria the custom is to light it only in the morning, without a blessing.

The reason that we light the Hanukka in synagogue is because of the requirement to publicize the miracle of the holiday, as well as for the guests who come there [to stay overnight], just as it was established to say Kiddush in synagogue on Shabbat evening (Kol Bo, Shuhan Ngarukh 671:7, and Bet Yosef, ibid.). The custom in the Land of Israel to light it again at Shaharit is to publicize the miracle even more, since there are some who come to pray at Shaharit but do not attend at Minha-Ngarbit, and others who come for Minha-Mangarib but do not attend at Shaharit. Another reason is that it is a reminder of the Menora in the Holy Temple that was kept perpetually lit, and the Kohen would improve the flame of its lamps at Shaharit (except for the easternmost two, which he would improve afterward; cf. Menahot 29a and Yoma 33a); the easternmost lamp would be lit all day, and the Kohen would relight it at Ngarbit together with the other lamps (Menahot 29a). Yet another reason is that it demonstrates the number of lamps to the public, so that they know how many to light at home (Mahzor Vitry, p. 201).

Regarding the reason that the Sephardim in Algeria have some synagogues in which they light the Hanukah during the day without a blessing (cf. Ze Hashulhan by Yehuda Ayyas), I found a source from the Gaon Haham Tesvi (Siman 88), who expressed surprise at Maran for ruling that we must say the blessing in this case [671:7]. The whole underpinning of the Rivash [Siman 111, which would justify Maran's ruling] is that the blessing over the Hanukka is similar to that of Hallel on Rosh Hodesh, meaning that we can supersede the usual prohibition against blessing over a custom in a case where the custom in question has a profound purpose. Yet if that is what Maran based himself on, this contradicts his opinion of Hallel on Rosh Hodesh, where he ruled like Rambam not to bless, and wrote that "this is the custom in all of the Land of Israel" [422:2]. If so, according to his own opinion we must not bless over the Hanukkah of the synagogue! (See the Haham Tesvi, and Shangare Teshuba, ibid.) Through this text, we can extrapolate why the cities of Algeria do not bless at all, since they hold like the Rambam (Megilla Vahanukka 3:7) that we don't bless over a custom. However, this reason creates a difficulty: why would [the Algerians] bless over Hallel on Rosh Hodesh if their custom is not to bless over the Hanukka?! Regarding this, I found an entry in Shibbole Haleket (Siman 185), which says in the name of Bangal Hadibberot that "the custom is to light the Hanukka lamp in synagogue... and we also have this custom, yet I am not sure what is the source for it. My teacher Rabbi Yehuda would abstain from lighting it in order to avoid the blessing, and my own opinion leans this way since if everyone lights at home, what purpose is there to lighting in synagogue?" And the Manhig (Sign 148) wrote that "it seems to me that there is no obligation to light the Hanukka lamp in synagogue, but only in the house in which one lives. This is based on the statement [Shabbat 22a]: '...in order that there be a Hanukka on the left and a Mezuzah on the right,' yet we know that a synagogue is absolved from Mezuza unless there is a parsonage for the Hazan [and therefore, lighting in the synagogue must not be what the Talmud had in mind]. Rather, their custom is thus because the miracle of Hanukka was in the Holy Temple, and we light in the synagogue to publicize the miracle."

In my humble opinion, when the Haham Tsevi criticized Maran on this matter, it would have been possible to preempt him by saying the following: "while it is reasonable to conclude that we do not bless over Hallel on Rosh Hodesh because it is only a custom (according to Rambam, Megilla Vahanukka 3:7), lighting the Hanukka in synagogue was established to absolve the guests of their obligation [i.e., a full commandment worthy of a blessing]! When the Hazan lights the Hanukka and blesses over it, the guests – as well as the poor who are unable to buy oil to light a Hanukka in their homes – are absolved of their obligation when they hear the blessing. It is because of this that we say a blessing [in synagogue], just as we do for Kiddush on Shabbat and Festival evenings, when those who hear the blessings are also absolved of the commandment." The Kol Bo had a similar take (Siman 44, p. 44): "The custom in all places is to light the Hanukka lamp in the synagogue in order to absolve those who are not proficient in how to do it, or who do not rush to fulfill it." The practice in Algeria is to make a round, pendant Menora in the synagogue with eight lamps, and on all the days of Hanukka they light it entirely when the Hazan gets to Mizmor Shir Hanukkat [Psalm 30]; they recite it aloud, and the Shamash of the synagogue lights it without any blessing (Ze Hashulhan, p. 82).
