It is a custom in all Sephardic cities on the night of Tishngah BeAb that after the end of the Kinnot, they douse the candles and the Hazan publicly announces the "year of the destruction." Following this, he explains the terrible condition in which the Jews have found themselves since the day the Temple was destroyed.

נהגו בכל ערי ספרד בליל ת"ב אחר גמר הקינות מכבים הנר, והש"צ מודיע הצבור "שנת החרבן" ואח"ז אומר להצבור המצב הרע שישראל עומדין בו למן היום שנחרב המקדש

The custom of declaring the year of the destruction on the night of Tishngah BeAb is right and proper, and makes a strong impression on the hearts of the congregation. Through [hearing] it, they recognize the many centuries that we have been exiled and tossed about among the cities of the nations, and that no people in the world desires [our presence]. The Jews are like a ball at play among the nations: one throws it to a nearby friend, and the second takes it in his staff and passes it to the next – thus is the lot of the Children of Israel! If we seek to become integrated into a given place, 'the dove finds no rest for the sole of her foot' [a reference to Genesis 8:9] since they banish us from their society, and we must search out a new city of respite from our distress and our troubles. All this was set in motion by the bitter [Roman] exile, for we have neither government nor land like the great nations [of the world]. When we hear the amount of years [that have passed] since the date of the destruction of the Temple, we are reminded of the situation in which we find ourselves, so that perhaps if we sincerely repent, 'God will turn away His wrath.' I searched in the writings of the Rishonim to find who was the first to establish that this be declared on the night of Tishngah BeAb, but I did not find the slightest reference to it. All I could locate was in the book Tikun Yisakhar 317) who wrote that...

It is a custom in Safed – and I have heard that it is also practiced in the Land of Israel – that on the night of Tishngah BeAb the Hazan stands amongst the congregation before reading any Kinnah (author's note: the current custom is to do it after the Kinnot), and recites aloud a declaration of anguished concern, saying "Hark, O brothers of the House of Israel..." etc. He and the entire congregation beat their hands together and strike their thighs; and they cry "Blessed be the True Judge" with great distress and grief, weeping and wailing all the while... (author's note: now we neither beat our hands together etc. nor cry "Blessed be the True Judge"). Following this, we begin singing the elegies of the night.

The Keneset HaGedolah wrote 318) that "I saw in Constantinople that some of the congregations have the custom to recite "Ngal Hekhali" after the [main] Kinnot and the Hazan's declaration of the destruction of our Holy Temple." 319) Additionally, the author of the book Erets HaHayyim wrote that "in our time, there is also a custom in Safed to declare [the destruction] after the Kinnot, but they do not say 'Blessed be the True Judge.'"

The text of the declaration is thus: "Hark, O brothers of the House of Israel! Today is the one thousand seven hundred and [ th] year since the destruction of the House of our holiness and splendor. 'The crown has fallen from our heads; woe to us, for we have sinned!' [Lamentations 5:16]" Following this they recite the elegy "Ngal Hekhali" [which starts, "My agony] for the Sanctuary is like a serpent's bite; for the desolation of Zion I sit in darkness!"

317) P. 6. The man who wrote the Tikun was an early [Aharonic] figure whose name was Yisakhar ben Mordekhai Susan (Shushan). The goal of the composition is to calculate the seasons and new moons from 1564 (originally 1539) onward including the leap years and all matters regarding the extra month, as well as all the customs and usages related to the recitation of the Parashiyot and Haftarot.
