Covering the Torah during the First Blessing – Vol I, pp. 277-278
The reason that in the Land of Israel, Syria, Togarmah, Egypt, and Algeria, the Ngoleh covers the Torah with his Tallet, after which he blesses; and in these lands the custom is to cover the Torah with a small Parokhet. What is the explanation for the covering?

טעם שבא"י וסת"מ ואלג'יר שמכסה העולה את התורה בטליתו ואח"כ מברך. ובאלו הארצות נוהגין לכסות התורה בפרוכת קטנה. מה סיבת הכסוי

The explanation is because of what the Kol Bo wrote, which is quoted by the Rema (Orah Hayyim 139:4): "when he makes the first blessing, he should turn his face aside so that it does not appear that he is reciting the blessing from the Torah." However, the Taz (ibid.) disputes this, saying "it is incorrect to do so, because it creates the impression that he is moving on to another subject!" This is also the view of the Bah: "it is fitting for the Torah to be completely open during the blessing. He should not turn his face at all, since this is the view of the most famous teachers and halakhic decisors, and hence it is my personal custom." Accordingly, the Jews of the Land of Israel, Syria, Togarma, and Egypt made a practice of covering the Torah with their Tallet without turning their heads aside. There is no cause to object with the Taz's problem that [covering with the Tallet] creates the impression that he is moving on to another subject, because in any case the Hazan shows the Ngoleh the place from which he will read, and the Ngoleh only covers it afterwards. From this act it is manifest that he is not moving on, but rather to the contrary, it demonstrates his intention towards the Torah, from which the Hazan will presently read. Nevertheless, I have yet not found evidence that Rishonim like the Bet Yosef and the Rambam mentioned this custom. There are some cities in the Land of Israel and Egypt where the Hazan shows the Ngoleh the place from which he will read for him, then closes the Torah until he finishes the first blessing, and then reopens it and reads for him. טעם הדבר משום שכתב הכל בו והביאות מור"ם בהגה (סי' קל"ט ס"ד) וז"ל בשעה שמברך ברכה א' יהפוך פניו על הצד שלא יהיה נראה כמברך מן התורה, והט"ז שם חלק עליו ואמר דאין נכון לעשות כן דמראה עצמו כאילו מסתלק ממנו ע"כ. וכן דעת הב"ח הגון הוא שיהיה פתוח בשעת ברכה לגמרי ולא יפוך פניו כלל דכך היא דעת הפוסקים והגאונים המפורסמים, וכן אני נוהג ע"כ. משום הכי מצאו בני ארץ ישראל וסת"מ לכסות התורה בטלית ואינם הופכים פניהם מן הצד ואי משום טעם הט"ז דמראה עצמו כאילו מסתלק ממנו, בלא"ה הקורא מראה להעולה מקום אשר יקרא לו קודם שיברך ואחר כך מכסה בטליתו, מזה מוכח דלא נסתלק ממנו, ואדרבא בשעה שמברך כונתו על התורה שיקרא לו הש"ץ. ולא מצאתי מנהג זה כעת שהזכירוהו הראשונים כהב"י והרמב"ם. ויש נוהגים בא"י ומצרים שהקורא מראה להעולה מקום הקריאה אשר יקרא לו, והש"ץ סוגר הס"ת עד שישלים ברכתו הראשונה ופותחו וקורא לו, (ולהלן אשוב ואדבר במקצוע זה).ו
